德國政府表示，情報單位監聽美國前後任國務卿希拉蕊和凱瑞的通話紀錄純屬意外；德國媒體則披露，其實是德國情報單位監聽土耳其，無意間截聽到的。

「明鏡」（Der Spiegel）周刊指出，德國情報單位自2009年監聽北約盟邦土耳其。不具名德國官員也向「法蘭克福廣訊報」（Frankfurter AllgemeineZeitung）證實，土耳其的確是德國情報單位鎖定蒐集情資的對象。

這位官員說，德國與土耳其的關係不同於德國與其他歐盟國家，或是德國與美國，因土耳其的政局發展會影響德國，且土耳其的極端分子涉嫌在歐洲販毒又販賣人口。

他表示，很多土耳其裔住在德國，土耳其政府可能運用土耳其僑民的社團，達到影響德國的政治目的。

情報單位監聽盟邦，畢竟不夠光明磊落。「明鏡」指出，德國情報單位監聽土耳其被曝光，目前德國總理梅克爾保持緘默，不過德國官員終究得出面道歉。

德國綠黨政要表示，德國情報單位竟然監聽盟邦，令人不可思議。德國國會左派黨黨團已要求，德國聯邦情報局（BND）向國會情報委員會和內政委員會報告。

倒是土耳其方面沒有激烈反應。土耳其執政黨的政要受訪時表示，對於「明鏡」的報導，土耳其政府和外交部會追究，倒是該審慎因應「明鏡」的報導。(中央社)
